Pakistan > Payment Systems of the Benazir Income Support Programme (BISP)

The Government of Pakistan launched the Benazir Income Support Programme (BISP) as the main social safety net programme to cushion the negative effects of food crisis and inflation on the poor. The rapid introduction of the cash transfer program manifests the Government's strong commitment to protect the poor and vulnerable from the impact of the economic crisis, and to build a transparent and effective safety net system that would support the poorest families over time.

ExactConsult was appointed to guide and support BISP in the development of its payment system to its 2.2 million beneficiaries which was expected to increase to up to 5 million families within the next year. The project included:
The technical evaluation of the BISP payment system
Recommendations on risks identified and opportunities to further digitise payments
Oversight and technical assistance to the UBL smart card pilot
Development of a SCT mobile payments pilot
Improvements to the current payment system
Improvements to the Post Office cash payment system

Nigeria > Designing, Developing and Launching a Mobile Money Solution in Nigeria

ExactConsult was engaged by a private sector payment solutions provider to prepare a high-level mobile payments strategy and business case in support of their application to the Central Bank of Nigeria (CBN) for a mobile money license. The strategy included:
Preparation of a high-level mobile payments strategy and business case including:
Analysis of the Nigerian card and mobile payment infrastructure
Identification of gaps, opportunities and risks
Preparation of an appropriate and viable business model
Recommendations on technology options
Preparation of the operational model
Provision of recommendations on technology options for the purpose of inclusion in a mobile payment license application to the Central Bank of Nigeria (CBN)
Final presentation to the CBN.

ExactConsult was then hired to project manage the deployment of the technology, including the issuing of a MasterCard linked to the Mobile Wallet; We inserted 6 full time personal for 5 months in Nigeria to design all aspects of the business, set up all business operations from Sales to Call centres and prepared operations manuals. Once live and certified we assisted with staffing and training of staff and handed over the new operation as a going concern. The business is still a major player in the Nigerian Mobile market a decade later.

South Africa > Launching a MasterCard Prepaid card for the Soccer World Cup

ExactConsult were contracted by a private sector client to design, deploy and manage the launch of a co-branded MasterCard for the FIFA Soccer World Cup in South Africa in 2010 :
Project manage the implementation of a prepaid MasterCard in South Africa
Prepare a business case and business strategy for submission to the issuing bank, MasterCard and the mobile service provider
System design including the card issuing platform, card technology selection, card design and approval by MasterCard, CRM system, mobile banking, fraud prevention, bank integration, call centre and back office operations
Facilitate commercial negotiations with technology suppliers, MasterCard, the MNO and the Bank
Draft the operational manuals
Set-up the back office and train the staff
Draft policy documents, disclaimers, legal terms and conditions
FICA and RICA procedural compliance and/or waivers
Draft the call centre operations manuals and train agents
Manage the staffing process in collaboration with a South African recruitment firm.

Mozambique > Design and Deployment of a National Social Welfare Digital Payment System

ExactConsult prepared a feasibility study and made recommendations to the Government of Mozambique to design and then deploy a national G2P payment system focused initially on paying Emergency Cash Transfers, funded by the World Bank, to victims of the Cyclone Idai disaster of 2019. 
The Payment Gateway designed, built and deployed by ExactConsult has since been extended to make Teachers payments for the Ministry of Education.
The Payment Gateway is a Multi-Service Provider gateway that acts as a 'payment switch' between Government and multiple financial service providers including M-Pesa, Pay-Code, Millenium BIM Bank and other banks and FSP's in Mozambique.
The Payment Gateway accepts API driven payment instructions from multiple Government MIS systems and applies complex business rules and risk mitigation tactics to validate payment instructions.
Payments are all reconciled in real-time ensuring that beneficiaries are paid and those not-paid identified for follow up.

Zambia > Design and Deployment of the GEWEL (Girls Education Women's Empowerment and Livelihoods) Payment System

ExactConsult, contracted to the World Bank, prepared a national feasability study in 2015 to create a roadmap for the digitization of G2P SCT payments in Zambia for the Ministry of Community Development and Social Services (MCDSS).
A G2P Payment Gateway was designed and then built and deployed as a pilot  in 2017 to pay 74,967 beneficiaries of the MCDSS GEWEL Supporting Women's Livelihoods programme.
The Payment Gateway designed, built and deployed by ExactConsult has since been extended to make SCT payments for MCDSS.
The Payment Gateway is a Multi-Service Provider gateway that acts as a 'payment switch' between Government and multiple financial service providers including M-Pesa, MTN, Zoona, Zamtel, Natsave Bank, UBA Bank, AtlasMara Bankj and Zanaco Bank in Zambia.
The Payment Gateway accepts API driven payment instructions from multiple Government MIS systems including the GEWEL MIS and the ZISPIS (Zambian Integrated Social Protection Information System) and applies complex business rules and risk mitigation tactics to validate payment instructions.
Payments are all reconciled in real-time via outbound API's ensuring that beneficiaries are paid and those not-paid identified for follow up.

This Project has been awarded 2 World Bank Vice Presidents Awards in 2019 and 2021.

Ghana > LEAP Payments

The primary scope of the project was to carry out a feasibility study on the different delivery mechanisms available in Ghana for LEAP payments and the extent to which these can be leveraged to offer access to financial services. ExactConsult undertook and delivered a feasibility study addressing options related to the current means of delivery via the post office as well as debit and smart cards and mobile phones and provided suggestions for possible pilot(s) that could be implemented. Each option identified was explored in depth and covered inter alia:

The administrative arrangements of the partied involved
Delivery of benefits
Estimates on the costs of delivery including both set-up and running costs
Beneficiary authentication process and the cost of authentication
Degree of efficiency gains in terms of decreased corruption and leakage, and less time for beneficiaries to receive payments
Frequency of payments possible
Level of human resource capacity required from each of the providers, compared with the current levels already used
Potential challenges in beneficiary acceptance of mechanism and ease of usage
Ease of access for the beneficiaries, including any costs related to access
Degree of beneficiary education needed
Time needed to begin a pilot rollout

Colombia > Familias en Accion

At the time of the assignment in Colombia 1.1 million magstripe based debit cards had been issued to beneficiaries of the Conditional Cash Transfer (CCT) program known as Familias en Acción through the "bankarization" process under a joint venture between Banco Agrario and Assenda (Carvajal Company). The magstripe cards were issued by Credential are linked to a full KYC compliant Banco Agrario savings account. Beneficiary mothers are able to withdraw their grant from Redeban Multicolor connected ATM's, Banc Agrario Branches and selected merchants of Redeban, once deposited by Acción Social. Currently, beneficiaries can access their grants through the Servibanca Green and Banco Agrario ATM networks, and commercial establishments such as: Exito, Success, Alkosto, Olympic Surtimax, and Giros y Finanzas where they can make purchases with their debit cards or receive their cash payment.

ExactConsult was contracted by Assenda S.A to assist the company to:
Review the current Familias en Acción payment process
Review the card issuing process
Review the card issuing strategy
Analyse the sophistication of the Colombian banking infrastructure and the Colombian GSM Mobile Phone Network with a view to preparing a suitable and sustainable business model and proposing a mobile payments system for the purposes of improving the current payment capabilities of Assenda S.A.

Lesotho > National G2P Payments Roadmap 

A team of International and local consultants assisted the Lesotho Ministry of Finance and Ministry of Social Development to design and then help deploy a digital payments architecture to digitise G2P payments including:  Old Age Pensions (OAP), Child Grants Programme (CGP) and Public Assistance (PA) payments. 

ExactConsult prepared the national Supply vs. Demand feasibility study and using a Geospatial Information System (GIS) mapped the exact location of Government pay-points against Bank locations, Post Office locations and M-Pesa and Eco-Cash mobile agent locations as a tool to help GoL conclusively decide which pay-points could be digitised.

ExactConsult have further assisted with helping manage the technology design, systems design and then projected managed two pilots including assisting GoL with:
